Amitabha cares deeply about sentient beings in the ten directions; however, he can only embrace with his mind-light those who believe in him and recite his Name. For those who do not believe, Amitabha can only shine his light on them but not embrace them. This prevents them from being naturally reborn.
彌陀關懷十方眾生,但唯有信佛念佛之人,蒙佛心光攝取,而未信者只蒙光照,未被攝取,故不能自然往生。
